City of Burlington Takes Another Step in Seeing Complete Communities Built
At our April 16 meeting, Burlington Council unanimously approved directing staff to move forward with the timelines to develop area-specific plans to see complete communities built, especially in three key areas in the city: 1200 King Rd., Bronte Creek Meadows, and Bridgeview.See the approved full motion from Council, My Take, and the associated staff report and supporting documents below — as well as additional background information further down this post.
APPROVED MOTION:
- Direct the Director of Community Planning to implement the targeted timeline set out in Appendix A of community planning department report PL-29-24 to support the development of an Area Specific Plan informed by city objectives, inputs from the landowner/applicant information and city-led public engagement, to define the urban structure role, the growth framework prioritization and the land use policies for Bronte Creek Meadows; and
- Direct the Director to engage with all ROPA 49 landowners as one input into the development of the city’s population and employment work and to inform the development of the revisions to the urban structure, growth framework and preparing supporting timeline and approach to initiate the development of area specific plans or their equivalent.
MY TAKE:The work we are doing together with the landowners is ground-breaking, and really sets the stage for how complete communities need to be imagined and fulfilled. Our work in this area is getting a lot of interest from urban planners, and the media — people are watching what we’re doing here. This could potentially be a game changer not just for us in Burlington, but for other municipalities, as well. Getting in diverse housing and community needs in these plans is great. I know we are in good hands with staff, and our partners like Burlington Economic Development -- we are setting a new template and folks are watching.

BACKGROUND:After a period of turbulence, Bill 162, if passed, will reinstate 4 significant changes with impacts on the BOP, 2020 Urban Structure, Growth Framework and Land Use policies.Now is the time to confirm with Council the approach to planning for three key future growth areas. As directed by Council, staff have worked closely with the landowners and have an initial approach and timeline to share with respect to Bronte Creek Meadows. Staff believe the approach presented can be a model for understanding the role of all of these new areas, and a means of developing the City direction, informed by collaboration and engagement with the community, landowner, the City and other affected parties.For additional background, please see the staff report linked above.
