Council Votes to Approve Staff Recommendation for a Deregistration Bylaw for Millcroft

At a Special Meeting of Council on May 12, we unanimously approved a staff recommendation for a deregistration bylaw for the existing registered plans of a subdivision within the Millcroft neighbourhood.Millcroft Greens is looking to redevelop portions of the Millcroft Golf Course and the owners are proposing to develop five (5) parcels of land for residential uses. The intention is to also make design improvements to the existing course layout while retaining an 18-hole golf course.No application has been received yet by the City.Here is the staff report presented to Council on May 12: PL-34-20 Deregistration Report - Millcroft; and the staff recommendation:

• Approve By-law 28-2020 (attached as Appendix A), being a by-law to deem Blocks 107 and 108, Plan 20M-414; Block 247, Plan 20M-535; and Block 109, Plan 20M-694 as not being registered blocks within a Plan of Subdivision, pursuant to Section 50(4) of the Planning Act, R.S.O. 1990, c.P. 13, as amended.

It's important to note that the staff report did not make any recommendations regarding the proposed development itself, but rather only recommended that Council require the appropriate applications to facilitate the review of the proposed development.What does deregistration mean?1. If Development Blocks Remain Within Existing Registered Plans of Subdivision

• Official Plan Amendment
• Zoning By-law Amendment
• Part Lot Control Exemption
• Plan of Condominium

2. If Development Blocks Removed from Existing Registered Plans of Subdivision (as recommended by Planning Staff as part of Report PL-34-2020)

• Official Plan Amendment
• Zoning By-law Amendment
• Plan of Subdivision
• Condominium Exemption

What this essentially means is that by deregistering the plans of subdivision for Millcroft, it lays out to the developer all the applications they need to submit to allow staff to properly review the proposed development and the applicant’s plans to fairly come up with a recommendation to Committee and Council.MY TAKE:I want to thank our planning staff on their excellent work on this and their commitment to our process. This is further demonstration of the preconsultation process working how it should -- flagging certain issues to an applicant prior to them submitting an application and helping them determine which application path to take.
