Vehicle Noise Bylaw In Burlington Under Consideration

*ADMINISTRATOR'S NOTE (MARCH 23, 2022 UPDATE): At the March 22 meeting, Burlington City Council unanimously approved the recommendations from committee related to a vehicle noise bylaw.MY TAKE:This has arisen as a result of a request from our partners in Halton Regional Police Service and residents in all parts of our city with how to deal with abnormally loud vehicular noise. This staff direction is to ask staff to do some additional work with police to determine what additional tools we have to deal with this issue and bring that as a recommendation to a later Council meeting for consideration. The current bylaws we have deal with idling vehicles, not a moving vehicle. Halton Police's Noisemaker program has been very successful -- a potential bylaw with potential signage can certainly help in dealing with this recurring issue across our city. I have heard from Halton Police that they can enforce any of our bylaws.

We've heard you - unnecessary noise from moving vehicles negatively affects quality of life, especially as more of us are spending time in our homes due to Covid and work-from-home options.We at the city have tried a number of measures to combat moving vehicle noise, working with our partners at the Halton Region Police Service,  including quiet zone signage and Project Noisemaker, which during the 2020 campaign led to 1420 charges for improper muffler and unnecessary noise.But the problem persists across the city. So  at the request of our HRPS partners we are looking at the potential for additional tools, including a bylaw that would prohibit unnecessary noise from moving vehicles.I am bringing a staff direction to the March 1 Community Planning, Regulation and Mobility Committee to direct our staff to work with HRPS on the feasibility of a moving vehicle noise bylaw, and report back to council with recommendations in Q2 of 2022.You can read my background memo on the CPRM agenda here, Item 5.3You can register to speak, or submit written feedback, here: Delegation RegistrationDon't have a computer, or need assistance with virtual meeting technology?
