MAYOR MEED WARD'S TAKE:We’re in the home stretch to bring more balance and community vision to development in downtown Burlington. Regional Official Plan Amendment (ROPA) 48 proposes to adjust the downtown Urban Growth Centre boundaries to align with the Burlington GO Major Transit Station Area (MTSA). This will help relieve the pressure of overdevelopment and land speculation we have experienced closest to the lake, and focus future growth where it belongs: near regional express rail. Proposed Amendment to the Regional Official Plan“ROPA 48: An Amendment to Define a Regional Urban Structure”
The Regional Municipality of Halton is holding a Public Open House and a Statutory Public Meeting in connection with Draft Regional Official Plan Amendment No. 48 (ROPA 48). ROPA 48 is proposed as a component of Halton Region’s Municipal Comprehensive Review pursuant to the Growth Plan, 2019, Section 17 and Section 26 of the Planning Act, as amended.
Purpose and Effect of ROPA 48The purpose of the proposed Regional Official Plan Amendment (ROPA 48) is to help define and provide direction on urban structure. It will identify non-discretionary components of a Regional Urban Structure including strategic growth areas such as Urban Growth Centres, Major Transit Station Areas, Regional Nodes and Employment Areas. It also proposes a limited number of employment conversions supporting the mixed-use development of certain strategic growth areas, sets performance targets related to a mix of jobs and residents in certain strategic growth areas, and updates population and employment allocations assigned to Halton Region to 2051 by the Growth Plan, 2019. The proposed Amendment applies to all lands in the Regional Municipality of Halton.

How to Participate in the Statutory Public MeetingAny person may attend the Statutory Public Meeting and make submissions concerning the proposed Amendment. If you wish to make a written submission or to make a verbal submission at the Statutory Public Meeting, please email regionalclerk@halton.ca and ropr@halton.ca by 12 p.m. on June 14, 2021. Written submissions provided by lettermail can be addressed to:

Advance registration is strongly encouraged for those who wish to make a verbal presentation during the meeting. To preserve the integrity of the meeting, anonymous or offensive Zoom account names will not be allowed to speak. Halton Region is not responsible for unstable internet connections that may impact your ability to provide your comments. Participants who are disruptive or who speak on a subject other than the stated purpose of the meeting may be removed from the meeting without warning.All information including names, addresses, opinions, presentations, reports, documentation, etc. provided for or at any public meeting are considered public records. - If a person or public body would otherwise have an ability to appeal the decision of the Minister of Municipal Affairs and Housing to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Halton before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.
- If a person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Halton before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
