Mayor’s Statement: Motion on Review of Construction Hours at the June 8 Committee of the Whole

Dear Burlington,

Residents have raised concerns about the impacts of significant construction projects on their quality of life, including noise, extended construction hours, and disruptions to the enjoyment of their homes, backyards, and neighbourhoods, particularly during the summer months. Community members have also asked whether the City has the authority to restrict construction hours or take other measures to mitigate these impacts.

It is important that residents receive clear answers and that all available options be properly reviewed and considered. Accordingly, Councillor Bentivegna and I, are bringing a motion to Council directing the City Solicitor and Commissioner of Development and Growth Management to report back in July 2026 on the City’s authority and available options to regulate construction activity and address its impacts on residents.

Specifically, the review would provide Council with information regarding:

  • The City’s authority to regulate construction hours and
    related activities.

  • Options to mitigate the impacts of significant construction projects on nearby residents.

  • Legal, operational, and practical considerations associated
    with any potential restrictions.

  • Measures that could help balance construction activity with residents’ health, well-being, and enjoyment of their homes
    and neighbourhoods.

The purpose of this review is to give Council a clear understanding of the available tools and authorities that may exist to better protect residents while supporting necessary development throughout the city.

Residents are encouraged to share their feedback by delegating at Council, either in person or virtually, or by submitting written correspondence to the City Clerk for distribution to Council at Burlington.ca/delegate.
