Staff recommend approval of Georgina Court detached/semi/townhouse development; to committee July 9

Staff are recommending approval of a redevelopment at 5219 Upper Middle Road, 2004 – 2005 Georgina Court and Blocks 262 & 263 Plan 20M-824 to permit a medium density development consisting of 2 detached dwellings, 2 semi-detached dwellings and 14 condominium townhouse units.The original application sought 22 units consisting of 8 semi-detached units and 14 townhouse units. The revised plan added detached dwellings and reduced the number of units, and also includes a public walkway between Georgina Court and Upper Middle Road.The townhouse condominium is proposed to include 4 visitor parking spaces including 1 accessible space. Townhouses are required to have 2 occupant spaces per unit and 0.5 visitor parking spaces per unit (7 visitor spaces). Transportation Services staff recommended 0.25 visitor parking spaces per residential unit based on the City Wide Parking Standards Review (IBI, 2017).Residents have raised a number of concerns about the original and revised proposal, including inadequate visitor parking and traffic from the development through Georgina (currently a cul de sac), Rome and Quinte. Upper Middle Road is a Regional Road and the Region has decided that access will not be provided from the developmentThe recommendation will come to the Committee of the Whole meeting of July 9, 6:30pm, then to City Council July 16 for a final vote. Residents can Register as a Delegation to speak at either meeting.Read staff report and supporting materials:

My Take: The project could be improved and address most of the remaining community concerns with additional visitor parking and vehicular access to Upper Middle Road, and/or reduced units. We learned a Regional Council motion would be required to override policies preventing access onto this road, and there would be legal issues. There was a council meeting last week, but not enough time to bring forward information in support of such a motion. Regional council does not meet again till after the election.
