Staff Recommending Refusal of Proposed 35 & 30 Storey Towers at 2020 Lakeshore Rd. (Waterfront Hotel site)
At our Community Planning, Regulation and Mobility (CPRM) Committee next Tuesday (April 12), we will be discussing staff's recommendation to refuse the proposed 35- and 30-storey towers at 2020 Lakeshore Rd. (the Waterfront Hotel site) application as it's been submitted.You can read the staff report here: PL-24-22 Recommendation Report for Applications for 2020 Lakeshore Rd.This item will head to a Special Council meeting immediately following the CPRM committee meeting.At our CPRM Committee on April 5, staff's Waterfront Hotel Planning Study report findings and the preferred concept of redevelopment for the site was referred to the April 12 CPRM, so we will be reviewing and discussing it at that time. Elements of the preferred concept included:
- more parkland at Brant Street;
- saving Lakeshore Road trees;
- a 2-storey podium on Lakeshore; and
- 21- and 22-storey towers stepping down to the lake.

STAFF RECOMMENDED REFUSAL OF 2020 LAKESHORE RD. DEVELOPMENT APPLICATION:Staff have evaluated the applications for Official Plan Amendment and Zoning By-law Amendment for 2020 Lakeshore Road along with all applicable policies, regulations, and guidelines, and with consideration for comments received from technical reviewers and the public.City staff have also given consideration to the emerging preferred concept of the Waterfront Hotel Planning Study.Staff note in their report that the proposed development is not consistent with the Provincial Policy Statement; does not conform with A Place to Grow: Growth Plan for the Greater Golden Horseshoe; does not conform with the Region of Halton Official Plan; and does not conform to the policies of the City of Burlington Official Plan (1997 as amended).In addition, staff note, the proposed development also does not conform to the City’s new Official Plan (2020), or satisfy the Council-endorsed key policy directions of the Waterfront Hotel Study.
